Previous sessions of the Ministerial Conference on Environment and Development in Asia and the Pacific

The Ministerial Conference on Environment and Development in Asia and the Pacific (MCED) has been held every five years since 1985. This gathering of ministers of environment and of development has been an agenda-setting forum to assess the state of sustainable development, identify regional perspectives and priorities and decide concerted actions in response to imperatives posed by global and regional environment challenges. In the past editions MCED adopted different kinds of approaches and documents, as listed below:

  • MCED 1 (Bangkok; 1985) - Declaration and Framework for Action Plans for the Management of the Asian Environment
  • MCED 2 (Bangkok; 1990) - The Ministerial Declaration on Environmentally Sound and Sustainable Development in Asia and the Pacific
  • MCED 3 (Bangkok; 1995) - Regional Action Programme for Environmentally Sound and Sustainable Development 1996-2000
  • MCED 4 (Kitakyushu; 2000) - emphasized the need for a new sustainable development paradigm, stressing the importance of regional cooperation to achieve common goals and a desire for more active involvement of major groups in future conferences/the conference in future. Outcome – Kitakyushu Initiative
  • MCED 5 (Seoul; 2005) - Organized in partnership with UNEP, UNDP and ADB and was the first meeting in the region that focused on the synergy between environmental sustainability and economic growth. Participants endorsed implementation strategies to improve environmental sustainability while addressing poverty through a ‘guiding framework for promoting environmentally sustainable economic growth, or Green Growth’. Main Outcomes: Declaration, Regional Implementation Plan for Sustainable Development and Seoul Initiative on Green Growth
  • MCED 6 (Astana; 2010) was the first to incorporate an inter-regional focus in its deliberations, exploring potential synergies and linkages between MCED and the European Environmental Ministerial Conference. Main outcomes - Declaration, Regional Implementation Plan for Sustainable Development 2011-2015, Astana Green Bridge Initiative.
